简要规则描述：《上海市市容环境卫生管理条例》、《上海市城市生活垃圾收运处置管理办法》、《上海市生活垃圾管理条例》、《关于落实道路废物箱分类收运的工作提************居环境，确保废物箱内垃圾日产日清。本项目区域范围内共有865套废物箱，最终统一清运至浦东新区指定合规生活垃圾末端处置场所。

Brief Specification Description: The documents include the "Shanghai City Appearance and Environmental Sanitation Management Regulations," "Shanghai Urban Domestic Waste Collection and Disposal Management," "Shanghai Domestic Waste Management Regulations," and "Notice on the Implementation of Road Waste Bin Classification Collection." These documents aim to comprehensively improve the cleanliness of along roads in Nanhui New Town, fix the quality of waste bin collection operations, beautify the urban appearance environment, enhance the livable environment, and that waste in the bins is cleared daily. There are a total of 865 waste bins in the project area, which will eventually be transported to the compliant domestic waste disposal site in Pudong New Area.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（■是 □不是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: Implement the measure of reserving shares, increase the share of small and micro enterprises in government procurement, and support the policy of small and micro: This project (■ yes □ no) is specifically for procurement from small and micro enterprises, and no price discount will be applied to the products of small micro enterprises during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：1、须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
2、本项目是专门面向小微企业采购。
3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: 1. Must be a legal person or non-legal person organization established in accordance with the law within the territory of our country (this project does not accept branches to participate in procurement activities under their own names); 2. This project is specifically for procurement from small and micro-sized enterprises. 3. Suppliers who comply with Article 17 of the "Guiding Opinions on Connecting with International High Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
